help: I'm looking for a portable electric heater

I have searched all over the internet and still can't find this particular water heater that I saw when I visited Estonia. It is small and roun and shaped similar to a coffer thermo cup with seal lid. Where can I find that? What make and model is it? Anyone out there can help, I would be appreciated.
